Creates a category of the form "YYYY by city", where YYYY is a 4-digit year.

e.g.

• Акатегориа:1991 шықәсазы иҟалаз ахҭысқәа ақалақьқәа рыла
• Акатегориа:2015 шықәсазы иҟалаз ахҭысқәа ақалақьқәа рыла

Errors include:

• The page is not in the category namespace
